How to get rid of under eyes without breaking the bank

First key rule is to identify what causes it.
When do you have dark circles? Is it when you are stressed, lack enough sleep, due to thin skin, fatigue, ailments or genetics?
If it's thin skin, use a Retinoid cream.

Morning dark circles

Increased pigment dark circles.
Sometimes dark circles are caused by increased pigment, from rubbing or sun damage. The best treatment for this includes topical lightening agents such as vitamin C, kojic acid, and licorice extract.
These ingredients help decrease skin pigmentation over time, ultimately resulting in the lightening of the dark circles. Invest in a broad-spectrum physical sunscreen that contains zinc oxide or titanium dioxide.
Allergies triggered dark circles
Most people have dark under eyes due to allergies and don't realize it. An antihistamine helps clear that up.
Gentle makeup removal.
Your under eye skin is sensitive, even if you don't have sensitive skin. Under eye skin is thin, therefore, trauma or irritation can cause skin inflammation. Cucumber slices, potato slices, gel eye masks, cold wash rags and even cold spoons can do the trick. Whatever you choose, leave it on for ten to twenty minutes giving it a chance to really soothe the skin under the eye. Applying something cool to your eyes is especially effective at reducing constricting swollen under-eye blood vessels.
Reduce Salt intake in food.

Use essential oils.
Try mixing an essential oil (Rose geranium, fennel, lavender, German chamomile and rosemary essential oil are hailed as the best essential oils for getting rid of under-eye bags) with coconut oil and rub it under your eyes.
Hydrate.
When your body is dehydrated, it responds by retaining as much water as it can, whilst causing puffiness and under-eye bags. One way to avoid the bags is by staying hydrated. To ensure you're properly hydrated, drink eight ounces of water eight times a day.
Reduce alcohol consumption
Alcohol consumption is one of the biggest culprits when it comes to dehydration. If you're drinking your requisite half gallon of water a day and still feeling dehydrated, take a look at your alcohol consumption. Alcohol acts as a diuretic in the body, causing you to lose not only fluid but also electrolytes. If you're suffering from chronic eye bags, reducing your alcohol consumption might prove helpful.
Vitamin C
Vitamin C (Ascorbic acid) is another solution for those wondering how to get rid of dark circles. Eating food rich in vitamin C helps your body produce collagen.
Collagen is a protein your body produces, and one of its top qualities is that it keeps your skin healthy, hydrated and dark circle-free. Here are food rich in collagen-boosting vitamin C:
yellow, red and green bell peppers, guava, kale, broccoli, Brussels sprout, cabbage, cauliflower, omaoes, peas.
strawberries, blueberries, blackberries, raspberries, oranges, grapefruit, lemon, clementines, pummelos, papaya, pineapple, mango, melon.
You can also take vitamin C as a supplement, as well as amino acids and copper. All three of these will help you produce more collagen and keep under-eye circles at bay.
Enough Iron intake.
Iron deficiency is another reason you might have dark circles. Treat iron deficiency with vitamin B12 and foods including red meat, pork, poultry, seafood, beans, spinach, raisins, apricots, and peas.
